Meet the Minister

Dr Marvin Nolan Fanny is a distinguished paediatric surgeon, public health advocate, and national leader from Seychelles whose career reflects a rare blend of clinical excellence, academic depth, and dedicated public service. Born on 15 April 1980 in Victoria, Mahé, he brings decades of medical, administrative, and political experience to his leadership roles. Fluent in Creole, English, French, and basic Bahasa Melayu, Dr Fanny embodies a global perspective grounded in national commitment.

Early Life & Education

Dr Fanny grew up in the district of Plaisance, where he completed both his primary and secondary education at Plaisance primary and secondary school. He later undertook one year of National Youth Service (NYS), an experience that strengthened his discipline, leadership skills, and commitment to national development. Following NYS, he continued his academic journey at Seychelles Polytechnic where he completed his Cambridge O-levels and A-Level.

During his school years, he excelled in sports—particularly athletics and kickboxing—representing his institutions and country with dedication and earning recognition for his performance, discipline, and competitive spirit.

Medical Training & Clinical Career

After Seychelles Polytechnic, Dr Fanny pursued medicine at Melaka-Manipal Medical College, an affiliated institution of Manipal University in India and Malaysia, where he earned his Bachelor of medicine and Bachelor of surgery (MBBS) degree. His early practical training included an internship at Hospital Sultanah Nur Zahirah, Kuala Terengganu in Malaysia, followed by service as a Senior Medical Officer at Seychelles Hospital.

He later completed advanced specialist training in paediatric surgery through a Fellowship of the College of Medicine South Africa (CMSA) and obtained a Master of Medicine in Paediatric Surgery from the University of Pretoria. His registrar training at several academic hospitals in South Africa, namely Steve Biko Academic Hospital and Kalafong hospital in Pretoria and; Chris Hani Baragwanath hospital and Johannesburg general hospital (2013–2019) strengthened his surgical proficiency across complex childhood conditions.

Since January 2020 upon returning home, Dr Fanny has served as the Paediatric Surgeon at Seychelles Hospital, where he provides life-saving and highly specialised surgical care for children across the country.

Leadership & Governance

Beyond his clinical practice, Dr Fanny has been deeply involved in health governance and regulatory leadership. He has served as Deputy Chairman of the Seychelles Medical and Dental Council (SMDC) from January 2023 to December 2024, contributing to national medical standards, practitioner regulation, and health-system oversight.

His commitment to public service also extends into national leadership and politics. Dr Fanny currently serves as Vice President of the United Seychelles Party, a position he has held since February 2023, where he plays a key role in strategic planning, social policy engagement, and youth empowerment.

Academic & Professional Interests

Dr Fanny’s intellectual interests lie in public management, health governance, and political science. He holds several qualifications including:

  • Certificate in Global Health Law & Governance, Centre for International Law (Singapore)
  • Postgraduate Diploma in Public Management, University of Pretoria (South Africa)

His scholarship and professional experiences reflect a strong dedication to improving governance, strengthening health institutions, and advancing evidence-based policy.
