Public Relations Officer

ORGANISATION: MINISTRY OF HEALTH

SECTION: Principal Secretary Secretariat, Communication Section

SALARY POINT: B4 – B5

REPORTS TO: Director Communication

NORMAL WORKING HOURS: 0800-1600 generally applies

 

MAIN DUTIES AND RESPONSIBILITIES:

  1. Acts as a liaison between the Ministry of Health and the media in all matters related to public relations
  2. Co-ordinates Press Releases from the Ministry of Health to the media in all matters related to public relations
  3. Draft correspondence and media messages for the Ministry of Health for the media
  4. Reviews the style and substance of communiqués from the Ministry of Health to the media
  5. Publicises activities organized by Ministry of Health
  6. Organises press conferences and press coverage of key events
  7. Liaises with heads of section to develop guidelines for good media and public relations’ practice
  8. Contributes to the need for technical heads to be proactive in disseminating information to public
  9. Maintains appropriate records and documentations of media publicity or other publications on activities of the Ministry
  10. Contribute and support with the development of audiovisual items for mass media
  11. Contribute and support with maintaining the Ministry of Health internet site, including preparation of contents and posting of news and activities
  12. Develops and implements image building initiatives.
  13. Develops and maintain a mailing list of key players with whom to establish and maintain regular contact
  14. Undertakes any other duties as required by the exigencies of the service.

 

MINIMUM REQUIREMENTS:

  • Degree in Journalism, media or public relations and 1 year working experience, or
  • Diploma in Journalism or media related field and at least 2 years experience in Journalism, Communication or in Public Relations, or
  • Basic training in public relations, health or other social related field, plus 3 years experience in areas related to public relations or any media related field or activity.

 

PERSONAL CHARACTERISTICS:

  1. Pleasant and hardworking.
  2. Must be conversant in English, French and Creole.
  3. Able to work independently and as part of a team.
  4. Good writing skills
  5. Good presentation skills.
  6. Computer literacy and good Public Relations Skills are desirable.

Senior Statistician

DIVISION: PRINCIPAL SECRETARY’S SECRETARIAT

SECTION: STATISTICS UNIT

SALARY POINT: B6 – B8

REPORTS TO: PRINCIPAL STATISTICIAN

NORMAL WORKING HOURS: MONDAY TO FRIDAY 0800-1600

 

JOB SUMMARY:

  • To oversee and support the work of lower level statisticians and related clerical personnel in the performance of coding and data collecting duties.
  • To provide statistical expertise necessary to support, collate, analyze, interpret and communicate data patterns to aid in decision-making processes. The Senior Statistician will advise on findings and recommend strategies to improve effectiveness and efficiency of clinical care delivery with the support of the health Information system the Ministry of Health is putting in place.

 

DUTIES AND RESPONSIBILITIES: 

  1. Contribute to the review and redesign of the monitoring and evaluation of the health system.
  2. Provide support in designing and management of experiments, surveys, and operational research, leading the statistical approach.
  3. Consult with the management and agree on what data to collect otherwise, taking into account any ethical and legislative considerations.
  4. Provide the general public and the Ministry’s leadership and other users with statistical information and advice local and international organisations on research work.
  5. Monitor data collection for the priority process, output, outcome and impact indicators and assist all sections and units in the Ministry of Health in the adaptation of the instruments for data collection.
  6. To assist with management of data collection, collation and analysis of data in context, looking for patterns to help make informed decisions.
  7. Interpret data, understand trends and communicate results and forecasts with the aid of mathematical techniques and software. 
  8. Write reports for management purposes and articles for publication.
  9. Present results to senior managers, regulatory authorities and explain complex statistical concepts.
  10. Advise policymakers on implementation of decisions and strategies using evidence from research.
  11. Predict demand for programmes and services using evidence from practice.
  12. Provide projections of health workforce and other needs allowing for variations in the supply and demand parameters.
  13. Develop strong networks with key internal and external stakeholders and partners to identify requirements for analysis and ensure alignment and coordination of work and to maximise impact.
  14. Support capacity building and continuous professional development of staff.
  15. Be familiar with international classification of diseases and its coding methodologies.
  16. Improve skills of health related personnel in the formulation of research proposals, data analysis and report writing, including capacity in selected statistical software.
  17. Attend and participate in inter and intra-ministerial meetings.
  18. Provide regular feedback to different levels of health care as well as to other relevant national and international institutions and organizations.

 

QUALIFICATIONS:

Master’s Degree in a statistical field preferable health plus three years’ work experience as a statistician Or
BSc in Statistics plus 4 years work experience as a Statistician preferably in a health environment
